当Fiddler打开，IE报以下错误，并且不能抓包
The proxy server isn’t responding
- Check your proxy settings 127.0.0.1:8888.
Go to Tools > Internet Options > Connections. If you are on a LAN, click “LAN settings”. - Make sure your firewall settings aren’t blocking your web access.
- Ask your system administrator for help.
可以这样解决：
1、点击 Win8 Config
2、如果开启了UAC，请点 是 允许配置工具通过
3、找到并勾选格式为 windows_ie_ac_### 的项
点击 Save Changes 保存设置
